Sunland Division 17 Owner Association

Call to Order, Verification of Quorum
President Susan Hamman, Vice President Mark Handerson, Secretary Lawrence Charters, and Member-at-Large Beverly Stern were present. Treasurer Betty Gwaltney previously notified the Board she would be absent.
Approval of Agenda
Mark moved and Sunny seconded a motion to approve the agenda. The meeting agenda was approved without dissent.
Review and Approval of October Annual Meeting Minutes
Mark moved and Sunny seconded a motion to approve the minutes. The October Annual Meeting minutes were approved without dissent.
Old Business
There was no old business.
New Business
Establish 2026 Board meeting dates – Board Approval
After a brief discussion and an informal discussion with members present, the Board voted to continue with meetings on the second Wednesday of the month.
CD maturing Nov. 18 – Board approval to be moved to operational checking
Betty recommended moving one certificate of deposit into the operational checking account. Mark moved and Sunny seconded a motion to adopt the recommendation. The Board approved without dissent.
Betty recommended that an existing certificate of deposit at Kitsap Credit Union be renewed. Mark moved and Sunny seconded a motion to adopt the recommendation. The Board approved without dissent.
Board members and Committee Chairs – Submit necessary updates to web pages and forms – Lawrence Charters
Susan offered several suggested updates as she turned over the secretary duties and assumed the role of president; no other updates were suggested.
Officer Reports
President Update – Susan Hamman
Susan had nothing more to report.
Vice President – Mark Anderson
Mark reported on the fine work by Mike Johnson on maintenance issues. Mike Johnson is looking for someone to take over the job.
Several members of the audience suggested the role of maintenance coordinator needed a position description, as members were unsure what might be entailed.
Secretary Update – Lawrence Charters
Lawrence said he will be restarting work on updating the Bylaws.

Certificates of Deposit
Three-month CD at First Fed (Operational Fund) matures 11/18/2025 – funds will be transferred to Operation Checking so they can be deposited to a Reserve account in December.
Twelve-month CD at Kitsap Credit Union matures 11/25/2025 (~$112,265). Recommend renewing at Kitsap Credit Union (12 month @3.10%).

Beverly read Tom Steffen’s landscaping report:
Yesterday, Jamie Parrish Plumbing installed four new backflow preventers at four locations on Blakely Blvd. By the end of November, Sanford Irrigation will have installed four new backflow preventers (two on Blakely Blvd and one on Cascadia Loop). The plan is to continue replacing backflow preventers (up to 10 a year) until all are able to pass the annual State-required inspections.
Our landscaping crew is busy mowing, cleaning up leaves and pruning. A number of pruning special requests have been received via our website portal.
Please remind your neighbors that our landscape crew will no longer pick up plastic bags of clippings from bushes and trees. If you see a bag out by a driveway, please invite your neighbor to remove and dispose via their weekly garbage pickup service. Only durable, manageable containers with handles are to be used.
A question was asked if putting clippings on a tarp was permitted. No, a durable container with handles is required.
Committee Reports
Architectural Control – Rob Crombie
Rob reported approval of a new privacy gate on Mt. Baker. A new door has been approved on Blakely. Six new buildings will be painted in 2026, and he is awaiting responses on the requested color choices.
Insurance – Susan Hamman
Nothing to report. Susan did find that Division 11 rates went up 19%, and earthquake insurance went up 50%, and the Division will drop earthquake coverage.
Developed Landscape – Tom Steffen
Nothing beyond the report Beverly previously read.
Exterior Maintenance – Mark Anderson
Mike proposed that the Board in 2026 authorize the expenditure of up to $40000 per year for inspection and any needed repair of extrusions through the roofs for buildings on Blakely, Mendel, and Cascadia Loop, with funds to be taken from the reserve funds.
Mike explained that extrusions – penetrations of the roof by skylights, chimney chases, and vent pipes – can become problems over time and result in serious roof damage. One recent example was a problem around a skylight that required the removal of roof tiles, the replacement of sections of the underroof, and then putting the tiles back in place. Periodic inspections may be expensive, but they are less expensive than long-term undetected damage.
Susan asked that this item be placed on the December Board agenda. She also suggested we send out a notice to the membership to look for and report any problems they might suspect in their extrusions or gutters.
Natural Habitat – Sarah Miller

Welcome Committee – Kay Hatler
Sandy Reed and Melanie Dundy will be taking over the welcome committee. Summertime welcoming will be taken over by Colleen Weston and Ilse Long.
Communications and Outreach – Kathy Gross
Nothing to report.
Owner Comment Period
Susan thanked the membership for their very generous donations to support our landscaping contractors. Each landscaper will be given $140 cash and a note of thanks from the Association membership.
There was an informal discussion of the SLOA meeting held the previous day. The meeting was called to vote on the 2026 budget but it became contentious. Several Sunland North members asked if this was “normal,” and were assured it was not.
There was a question of where to get collapsible debris containers for lawn waste. Costco, Coastal, and Home Depot were all suggested.
