Minutes of the 2010 Sunland Division 17 Owners Association Annual Meeting

Kevin Estes called the 2010 Annual Meeting of the Sunland Division 17 Owners Association (Association) to order at 10:00 a.m. Members present were Kevin Estes, Lee Cox and Kris Osborn. Kevin Estes announced that he would remain after the meeting to answer any questions that Owners might have.

Kevin Estes confirmed a quorum.

Old business was discussed:

A motion was made, seconded, and passed to approve the minutes from the 2009 Annual Meeting.

Kevin Estes reminded attendees that the By-Laws were amended last year to allow electronic notification of Annual and Special Meetings. Notification will come by mail or email, however elected to receive correspondence from Sunland Division 17 Owners Association.

New business was discussed:

Insurance Matters: Kevin Estes discussed the renewal insurance policy for the Association which was effective May 1, 2009. The entire structure is covered and bodily injury and property damage are $1,000,000 per Occurrence. The deductible remains at $5,000. The policy provides coverage at Full Replacement Value thus eliminating the need to estimate full replacement value of the Units per Section 18.1 (a). Earthquake coverage is included with limit of insurance as $33,525,000 with 10% per building deductible. The Board confirmed the annual insurance review and appraisal by a representative of the insurance carrier writing the master policy. The policy renewed with a guaranteed three year rate for the renewal years 2009, 2010 and 2011. Insurance certificates are posted on the owners section of the Sunland North website.

Kevin Estes discussed the Department of Ecology’s impending enforcement of water meter installation on each individual unit in Sunland. All units and irrigation water connections in Sunland North will require new water meters installed by 2017. Cost of installation of splitter installation per home is at the expense of the unit owner. All costs for splitter installation on irrigation connections are the expense of Sunland Division 17 Owners Association. Sunland Division 17 Owners Association Board of Directors will meet with Sunland Water District and propose organizing installation and inspection of all splitters and meters at one time delayed until 2016.

There is a new owners section of the Sunland North Website. This section contains a variety of Association documents including, governing documents, financial reports, insurance certificate, exterior maintenance request forms, exterior change forms, reserve study summary, annual meeting minutes, and agendas.

Kevin Estes announced that written nominations via mail or email are being accepted until August 21, 2010 for the annual elected seat on the Board of Directors.

Kevin Estes presented the Members Report and number of Members, found in the official records at 101. A financial review of the year 2009 Estimated Operating Budget and proposed Estimated Operating Budget 2011 was presented to Members. A motion was made, seconded, and passed to increase the quarterly assessment effective January 1, 2011 as presented in the estimated 2011 budget. This amount is $444.00 quarterly and brings the reserve line item to the amount recommended in the 2009 Reserve Study and incorporates the new budget item for water meter and setter installation for the irrigation system.

No other items came before the Board.
