Minutes of the 2007 Sunland Division 17 Owners Association Annual Meeting

Kevin Estes called the 2007 Annual Meeting of the Sunland Division 17 Owners Association to order at 10:00 a.m. Members present were Kevin Estes, Sue Fong and Patti Underwood. Also present were Jo Anne Estes, Mike Lyckman and Rick Gross.

Kevin Estes introduced Mike Lyckman and Rick Gross to the Members present.

New business was discussed:

Insurance Matters: Jo Anne Estes discussed the renewal insurance policy for the Association which was effective May 1, 2007. See copy attached. The entire structure is covered and bodily injury and property damage are $1,000,000 per Occurrence. The deductible remains at $5,000. The policy provides coverage at Full Replacement Value thus eliminating the need to estimate full replacement value of the Units per Section 18.1 (a). The Board confirmed the annual insurance review and appraisal by a representative of the insurance carrier writing the master policy. The fact sheet included with the renewal policy will be mailed to all unit owners.

A motion was made, seconded and passed to maintain the same slate of Officers for Sunland Division 17 Owners Association. Sue Fong remains as Vice President and Patti Underwood as Secretary/Treasurer (term ending in 2009.)

The Board had no changes to consider to the Covenants, Conditions and Restrictions (CC & R’s) at this time.

In Landscape matters, the Board reviewed the renewal proposal from Dungeness Valley Landscaping. A motion was unanimously passed to execute the renewal.

A review of the checking account and Certificate of Deposit (CD) account was conducted. A motion was made, seconded and passed to renew all existing Certificates of Deposit for the existing terms. There will be no additional purchases of CD’s at this time.

The Board reviewed the Association budget and 2006 revenue/expense summary and 2007 YTD revenue/expense summary. After discussion, a motion was made and unanimously passed to maintain the current $420 quarterly assessment. The Board agreed to consider an inflationary adjustment in 2008.

Kevin Estes explained the work underway to conduct various painting work at approximately 8 units as well as repair broken roof tiles on some units. This work is being coordinated and managed at the expense of the Declarant. The Association will embark on a program to notify unit owners when maintenance work is planned as well as a program to accept written notice from unit owners when repair or maintenance work is possibly needed. The written notices will be forwarded to the Quarterly Inspection service provider for follow-up and action.

The Board ratified the election of October 2006, confirming Patti Underwood received the majority of the votes received. This seat maintains a three year term, expiring in August 2009.

A motion was made, seconded and passed to approve the minutes from the 2006 Annual Meeting.

Patti Underwood expressed favorable comments about the completion of the monument sign at the Blakely Boulevard entrance. She also presented a request to discuss connecting Mt. Baker drive to Woodcock Road. Kevin Estes conservatively estimated the cost to be extremely prohibitive with a special assessment in the area of $8,000 per unit required. This issue is complex and not viable.

The Board also discussed installing street lights for the Blakely Boulevard entrance near the monument sign as well as YIELD signs for Cascadia Loop. Jo Anne Estes will obtain quotes for this work and report back to Board Members via email.

Patti Underwood asked to be relieved of her duties as Landscape Liaison for the Association. Kevin Estes will inquire with unit owner Lee Cox about taking this position. Mr. Cox has previously expressed an interest in serving the Association in some capacity.
