Board of Directors Regular Meeting December 4, 2014

Homeowner Forum:
Per established Board procedure, the meeting began with an open Homeowners Forum. One person spoke. There were 14 people in attendance.
Call to Order:
The annual meeting of the Sunland Division 17 Owners Association was called to order at 10:07 AM by President Susan Hamman.
Roll Call and Quorum:
The chair confirmed a quorum with all members present: Susan Hamman, President; Terry Main, Treasurer; Judy Field, Secretary; David Jelin, Member at Large, Tom Steffen, Member at Large.
Review and Approval of Minutes:
Draft minutes for the October 8, 2014 meeting were distributed to Board members earlier.
Motion: Tom Steffen moved to approve the minutes as presented; the motion was seconded and passed.
Old Business:
- No further action from the County regarding traffic issues.
- A committee has been formed to investigate coverage and premiums for earthquake insurance. The members are: Susan Hamman, chair; John Jones, Gary Fortman, and Patti Underwood. Susan presented the draft of a letter which explains why our earthquake insurance was cancelled and how we are planning to seek new coverage.
Motion: David Jelin moved to approve the letter as written and directed the Secretary to send it via regular mail to every homeowner. The motion was seconded and passed.
New Business:
- Eldon Dennis presented the proposed 2015 contract from Parsinen Landscaping. Cost will remain the same as last year.
Motion: Judy Field moved that the Board accept the proposed contract from Parsinen Landscaping as written. The motion was seconded and passed.
A. David Jelin raised the issue of the signs posted at the entrance to Sunland North (Yoga and Tai Chi). These signs are not allowed by the County, so David proposed that he remove them and return them to Sunland Golf Club, where they can be returned to their owners.
President’s Report:
- SLOA Board meeting of 11/25/2014:
A. Fred Smith of the Architecture Committee has asked for a moratorium on the rule against cutting conifers. Instead, a proposal was made to hire a certified arborist to determine which trees are hazardous.
B. A new gate was installed at the RV Park.
C. SLOA Board members, who also are members of the Golf Club, do NOT have to excuse themselves from voting on the possible purchase of Lot #207.
2. The Division 11-Division 17 Land Survey has been completed. According to Division 11, more slope maintenance will occur next year.
Committee Reports:
- Secretary: A letter was sent to owners regarding a false Craig’s List ad for a rental in our Division. If anyone should approach you about a rental, please contact our Board President. By the end of the day, we should have received notification of a new day and time for our regular Board meetings for 2015.
- Treasurer: As of November 30, 2014, the balance in all of our accounts (checking, Reserve fund, Money Market Savings, and CD’s) is $ $225,167.00.
- Board Member at Large One: David Jelin reported that the Water District Budget has been approved. Water Setters are currently being installed in Division 17. Residents will be charged for the setters but water meters are covered by the Water District.
- Architecture/Exterior Changes: One request has been received: a porch rail for a new resident. The request was approved.
- Developed Landscape:
A. Plants and shrubs and trees are entering their dormant period, so hard pruning will begin.
B. Our Association and Estes Builders need to discuss landscaping around the newly constructed homes. Specifically, some new trees have grown around the nylon rope used to stabilize them, and in a few cases, the ropes have broken.
C. Possibly build into our budget, plant replacement costs. Removal of trees is outside the landscaper’s duties and contract.
6. Exterior Maintenance/Inspection/Painting
A. They are working on matching paint chips to current colors (original colors).
B. Eight (8) full buildings and four (4) trim buildings will be painted in 2015, starting in May or June.
C. David Jelin will investigate a possible site for a shed or building to house maintenance materials. (This would include paint cans, bleach, spraying equipment, etc.).
D. Broken tile on the roof of 290 Blakely Boulevard has allowed water to enter the unit. Richard was unable to access the area to investigate the extent of the damage to that unit and possibly to the unit next door.
Motion: David Jelin moved that a letter be drafted, giving the owner 60 days to respond and make arrangements to have the affected area inspected. The draft must first be vetted by an attorney. The motion was seconded and passed.
E. If problems are reported in a timely manner, they can be handled quickly. Richard Helmenstine might list some maintenance tips in the next Newsletter.
7. Greenbelt: Tim Paschal will be having surgery on one shoulder in February and will be unable to spray or dig until summer, when he will have the other shoulder surgery. He needs a volunteer to step forward and spray for Hemlock in April. Gerry Busch will coordinate the planting of perimeter trees in March.
8. Newsletter: Renee Jones is seeking a new chairman for the Holiday Party at the Casino next year. The next newsletter will come out in January, 2015.
