Division 17 Board Meeting

Call to Order
President Gerry Hatler called the meeting to order at 2:30 p.m.
Verification of Quorum
Board members present were Gerry Hatler, Mark Anderson, Lawrence Charters, and Betty Gwaltney. Absent was Warren Husman.
Approval of Agenda
President Gerry Hatler asked for approval of the Board agenda. Betty Gwaltney made the motion, seconded by Mark Anderson, and all approved.
Approval of Minutes
Gerry asked for the approval of the February 14, 2024 board minutes. Mark made the motion, seconded by Betty, and all approved.
Old Business
Revision of Covenants, Conditions, and Restrictions
Lawrence had requested comments from the board and committee chairs; he had received nothing thus far. He made a motion to assemble some volunteers, specifically Barbara Brooner, Susan Hamman, and Betty Gwaltney, to go over some issues on the draft. Once those issues are resolved, the draft CC&Rs will be available for unit owner review before they are put up for a unit owner vote at the annual meeting in September.

Review and approval of increased insurance deductibles
The Insurance Committee sent a recommendation to the Board to raise the insurance deductibles from $5,000 to $10,000. This is in line with the other similar Sunland HOA insurance deductibles. Since the insurance premiums are expected to rise this year anywhere from 15% to 30%, the deductible increase should bring about a decrease in the overall 2024 – 2025 insurance premium. Lawrence made a motion to approve the deductible increase, Mark seconded it, and all approved. The notice to unit owners of this change will go out on Thursday, March 14, 2024.
Review and approval of concrete repair work
Mike Johnson, External Maintenance chair, stated that there are three areas where concrete needs to be repaired because of safety issues: two units on Cascadia Loop, and four on Blakely. Mike received a quote from Craft Concrete for $7,684.64 to do these repairs. Mark made the motion to approve, Lawrence seconded it, and all approved.
New Business
Filling Committee Vacancies
Eric Mahnerd has asked to be replaced as Architectural Control chair because of other volunteer commitments. Mike Johnson, External Maintenance, is also stepping down as Chair, although he will stay on the committee. Both ACC and External Maintenance need volunteers to chair the committees.
Officers Reports
President – Gerry Hatler
Nothing to report.
Vice President – Mark Anderson
Nothing to report as Vice President. Mark had an ACC report from Eric Mahnerd; there are two open requests for handrails and another request for a fence design under consideration by the ACC. There are 12 units to be painted this year; 10 owners have submitted their color choices.
Secretary report – Lawrence Charters
Lawrence updated the homeowner contact form; Washington state made some changes which the new form reflects. He made the form fillable on the computer. It is posted on the website under “forms” and will also be in the welcome packet for new homeowners, as well as the annual meeting packet.
The newsletter editor needs the April newsletter submittals from the committee chairs and board members by March 25. He asked that the chairs and board members also think about spring projects that may be underway so unit owners can be alerted in the newsletter.
Treasurer report – Betty Gwaltney
1. Monthly Expense Report:
- Operating expenses for Feb 2024 $42,785 and total year-to-date operating expenses are $73,741. This is $40,381 OVER Budget year to date due to unexpected external maintenance repairs.

Committee Reports
Architectural Control Committee – Eric Mahnerd

Insurance – Susan Hamman
On March 5th, CAU requested 1) a copy of the current budget, 2) the current balance sheet, 3) the most recent financial audit, 4) a list of the directors and officers with name, address, position, phone number, and e-mail address, and 5) the number of owner-occupied units and the number of rental units. All this information was gathered and submitted on March 7. Dianna Kaspar stated that CAU hoped to have the renewal quote/package ready for review on April 3rd.
Developed Landscape – Tom Steffen
Nothing to report.
Exterior Maintenance – Mike Johnson.
Gerry thanked Mike for getting the metal caps for the Mt. Baker unit trusses. Some of those buildings have 20 trusses. Several have been completed; more are underway.
The rains and ice have resulted in reported issues with some chimney chases. Two expensive replacements have been completed thus far this year.
Mike said there is a problem on east Blakely with drainage; the original drainage was not put in correctly and it has created some problems with those units. This will be a joint project between external maintenance and landscaping to address this problem.

Welcome Committee – Kay Hatler
Kay has been working to set up appointments with new unit owners. She’s considerably thinned down the new unit owner packet.
Owner Comment Period
Owner comment period: Mary Kubas-Meyer addressed the drainage problem around her unit on Blakely. The concrete has sunk and the neighbor’s driveway is also starting to sink. The driveway needs to be fixed, as well as the drainage. Mary said that a drain needs to be put in. Mike Johnson will seek bids to rectify this situation. Shirley Legg, on Cascadia, also reported drainage problems around her driveway. Mike asked that external maintenance forms be filled out so he could begin addressing these problems.
Betty recognized Mike Bresnahan, who recently passed away. Mike did a lot of volunteer work for both the Division 17 association and the golf course. Mike Johnson also recognized Bill Bombardier, who has done a lot of maintenance volunteer work for the association.
