June 11, 2025 Board Meeting

June 11, 2025, 2:30 p.m.

Call to Order, Verification of Quorum

President Gerry Hatler called the meeting to order at 2:30 pm, and verified a quorum of four Board members present, with Susan Hamman absent.

Approval of Agenda

The meeting agenda as circulated earlier was approved, so moved by Mark Anderson, seconded by Betty Gwaltney and all approved.

Review and Approval of May Meeting Minutes

The minutes from the May Board meeting were approved, so moved by Betty Gwaltney, seconded by Mark Anderson and all approved.

Old Business

There was no old business brought up for discussion or action.

New Business

Nominating Committee – Gerry announced that his and Mark Anderson’s board terms were ending in October. He indicated he and George Bannon were willing to serve as the Nominating Committee to develop candidates for the October election to fill those vacancies. Betty so moved, Mark seconded, and the motion was approved.

Officer Reports

President Update – Gerry Hatler

 Per earlier discussion, Gerry contacted SLOA president Bob Eichorn, proposing a meeting between SLOA and Sunland division HOA boards. Bob agreed; the meeting is scheduled for Thursday, June 12, 10:00 a.m. to 1:00 p.m. at The Gathering Place. Gerry summarized the suggested agenda Bob prepared (see attached), which was circulated to Sunland North Board members earlier.

Additional suggestions from the audience were that the agenda include, perhaps as part of the introductions, a summary by the division HOAs of how they handle their administrative and other duties (for example, no paid staff, number and role of board members and “committee chairs,” frequency of board meetings, etc.); another comment was that there needs to be clarification re: coordination on tree-cutting, as it is not an Architectural Control function in Division 17, as it is with SLOA.

Gerry stated he would develop an email to all owners requesting volunteers for various positions, including Architectural Committee Chair and Insurance Committee Chairs and people to help repair the split rail fence, as well as open recruitment for Board candidates.

Gerry encouraged current Division 17 Board members to attend the upcoming June 19, 2025 Sunny Shores “Happy Hour,” to circulate and help explain what the positions entail and to encourage additional possible candidates

Vice President Update – Mark Anderson

Nothing additional to report, besides the Architectural Committee report (below).

Secretary Update – Susan Hamman

Susan was absent, but had forwarded the information that the Sunland Golf Club ballroom is reserved for the Sunland North annual meeting, to be held October 8, 2025 from 2:30 p.m. to 4:30 p.m.

Treasurer Update – Betty Gwaltney

Monthly Expense Report: May 2025

Maturing CD’s

Betty stated that none of the CDs are currently maturing to require action.

Non-Profit Annual Report

Betty reported that, as required of all non-profit corporations, the Association filed its required annual report with the Washington State Office of the Secretary of State on May 30, 2025.

Member-at-Large – Beverly (Sunny) Stern

Nothing to report, aside from Tom Steffen’s Landscaping Committee report (below).

Committee Reports

Architectural Control – Barbara Ross

Mark Anderson read the report that Barbara Ross provided. Following preliminary approvals, final inspections were completed of a motorized screen installed on Mt. Baker; a new front door on Blakely; a privacy fence on Blakely; and a porch and patio railings installed on Cascadia Loop. A storm door and grab bar are scheduled for installation on Cascadia Loop; and another unit on Cascadia is still waiting for the VA to give them a date for installation of a ramp approved earlier, in April. Also, a unit on Blakely will be requesting a grab bar for their patio, not yet submitted for approval.

Insurance – Susan Hamman

The Annual Certificate of Insurance (2025 – 2026) has been posted on the Sunland North website.

Follow-up on why Division 17 did not receive its usual deductible credits with this year’s policy renewal, according to Dianna Kasper of CAU (Community Association Underwriters), total replacement value and size of the premium required carrier review this time. While the carrier approved the renewal, they removed the deductible allowance and deductible credits we had been provided in the past. Furthermore, Dianna said the carrier no longer offers these endorsements to new customers.

Division 17 owners will be invited to a presentation on our CAU insurance by Dianna Kaspar, to be held August 29, 2025, 1:30 p.m. to 3:30 p.m. in the Sunland Golf Course ballroom. The other Sunland HOAs with CAU policies will also be invited. This has been a very helpful presentation in the past, and unit owners are encouraged to attend.

Developed Landscape – Tom Steffen

Beverly Stern read the report that Tom had provided:

Tom reported that the irrigation systems have all been activated, and the landscaping crew will continue to check them periodically; they or a designated plumber will make any necessary additional checks or repairs.

Our landscaping contractor confirmed he is certified and insured for both the herbicides used within Sunland North, and Tom was told they are both widely used by professionals.

Special summer pruning is underway by the landscaping contractor, where requested (submit request through the Landscaping portal on the Sunland North website).

Anyone who doesn’t want their unit area sprayed for weeds should (a) notify the Landscape Coordinator with their request; and (b) commit to removing weeds themselves, to help maintain the neighborhood.

Any concerns about the irrigation system, herbicide use, or special pruning should be submitted through the Landscaping portal on the Sunland North website;

In addition, Tom indicated he had shared with our Landscaping contractor the seven buildings scheduled for painting this summer and asked him to make sure that no bushes or trees interfere with access by the painters.

Exterior Maintenance – Mike Johnson

Mark Anderson summarized three maintenance items reported by Mike, which included work being done to solve an exterior light problem on Mt. Baker, rotting posts at a unit on Cascadia Loop, and rodent damage to a unit exterior on Mt. Baker.

He also stated that pressure washing of units scheduled for repainting will begin Thursday, June 12, 2025 and that exterior painting will begin a week later on June 19, 2025.

Natural Habitat – Sarah Miller

No report received.

Welcome Committee – Kay Hatler

Gerry reported for Kay, indicating that there had been no welcome visits due to the challenges of finding times that work for both parties, and in some cases, lack of interest for a welcome visit. He also noted that Kay had recently planted the entrance sign area off Woodcock.

Communications and Outreach – Kathy Gross and Lawrence Charters

Newsletter Deadline

Kathy Gross was not present, but Board members and committee leads were reminded that June 25, 2025 is the deadline to submit reports for inclusion in the July quarterly newsletter. Lawrence Charters commented that Owners seemed to particularly appreciate things they need to know appropriate to the season (summer, in this case). He will be assembling the newsletter in Kathy’s absence, but said that submissions should still be sent to the information@sunlandnorth.org email address.

My Fellow Board Members and Leaders – Thank you for your responses to my invite for a meeting amongst us to discuss “whatever” is pertinent. The meeting will be held in the Gathering Place on Thursday, June 12 at 10AM to 1PM. I hope you and any of your representatives will attend. The agenda for purposes of kicking this off will be:

  • Introductions
  • Meeting Guidelines – Bob Eichhorn
  • Overview of SLOA obligations to and requirements from each Division. – Bob Eichhorn
    • Architecture Committee – Mike Mullikin
    • Landscaping – Nik Skogsberg
  • How Does Your Division see SLOA – Help or Hinderance, and why? – All
  • How can SLOA assist you, if at all? – All
  • Is there potential to share legal counsels, insurance coverages, or any other services? – All
  • Does your Division realize any benefit from paying SLOA Annual Dues and How much of an impact does SLOA Annual Dues affect your specific Division? – All
  • Is there anyone in your Division who would like to assist SLOA Recreation with planning events and social opportunities? – Penney Van Vleet

Once we get started, this agenda may be of no use, so do not feel it is cast in concrete. Bottom line, I hope this meeting will get us working together, planning a better future, building a stronger community, and for each of us to have a better understanding and acceptance for what and how our governing documents, Washington law, and the golf course impact our community.
