FEBRUARY 2023 Board Meeting Minutes

SUNLAND NORTH DIVISION 17 OWNERS ASSOCIATION

February 8, 2023 

2:30 p.m.         Call to Order and Verification of Quorum – confirmed.

            Approval of Agenda – Moved, Seconded, and Approved by Board with minor edit.

                        Review and Approval of January 11, Board Minutes Betty moved to approve, Lawrence seconded, Board unanimously approved.

OLD BUSINESS

Legal Counsel Search Update – a Zoom meeting is scheduled with the first law firm being considered and there is a continued effort to schedule the second firm.

Painting Update – on schedule

Welcome Packet Update – It is the consensus of the Board that the Welcome Packet provided to new owners needs updating. Secretary, Shirley Legg, was asked to oversee this process.

NSF Checks – Move to Next Month for discussion.

NEW BUSINESS

Reserve Study – Association Reserves – Bid Option Proposal Treasurer Betty Gwaltney reported on options offered for the next reserve study. Betty recommended the on-site Reserve Study Update using data collected from the previous professional onsite reserve studies, based on visual observation. The fee for this option is $2330. Lawrence Charters moved to approve, Gerry Hatler seconded, Board approved.

Fences – Remove from agenda. Listed in err.

Rules and Regulations. SLOA’s recent update to its governing documents has affected Sunland North Rules and Regulations which will now need to be updated with reference to SLOA’s changes. This will require Board action to amend with owner approval. Betty Gwaltney moved, Lawrence Charters, seconded and Board approved changes be made to comply with the SLOA changes for presentation for owner approval.

Records Retention – Susan Hamman, Lawrence Charters and Betty Gwaltney were asked to draft a proposal for an official retention and destruction policy and procedure for managing records that need to be retained/archived.

Records Destruction –A motion was made by Gerry Hatler, seconded by Lawrence Charters, and approved by the Board to Destroy duplicate records.

OFFICER REPORTS

            President Update Gerry Hatler – there is a meet with SLOA on Feb 22, 3:30-   4:30 at Gathering Place. Gerry will forward invite to the Board.

            Vice President Lawrence Charters – website move by end of month.

            Secretary Update        Shirley Legg – none

            Treasurer Update       Betty Gwaltney

The FINAL Jan total year to date operating expenses to $16,051. This is $16,464 UNDER budget year to date for Operational expenses. Under budget since Irrigation utility due in Jan was paid in Dec 2022. Interest income YTD: $1,015

  1. WAFED Accounts: Accounts opened on Jan 18 – Checking and $75,000 13-month CD.
  2. Operation Funds: Transferred $100,000 Feb 3 from 1st Fed Checking to 1st Fed MM
  3. Reserve Study Proposal: With Site Visit (WSV) Study due for 2024 – Proposal from Association Reserves $2,330

            Member-at-Large       Warren Husman – Valve update. Warren is to provide update at March meeting with list of certified inspectors and approximate cost.

Committee Reports

            Architectural Control – – None

            Insurance – Susan Hamman – out to bid 10-15% increase expected. Earthquake 2015 quote $35K range today’s dollar probably double.

            Developed Landscape– Tom Steffen – It is quiet time for landscaping. However, with spring on the horizon, landscape activities will soon increase.

            Exterior Maintenance – None

            Natural Habitat – Susan Miller -The Leyland Cypress provided by the County are now securely planted. A huge thank you to Barry Burns for his continued litter pickup on Sequim-Dungeness and Woodcock during his regular walks. Three work parties helped gather and haul away debris from the resent windstorms. Thanks to Barry Burns, Bill Murphy, Gerry Busch, Gerry Hatler, Mike Johnson, Susan and Tom Hamman and Mike Bresnahan. Volunteers are needed to water the newly planted Leyland cypress in the natural Habitat areas.

            Communications and Outreach – None

Owner Comment – Is the unit painting cycle taking into account the new homes on Mt. Baker?
