Board Meeting Minutes
2:30 p.m. Call to Order and Verification of Quorum -confirmed
Approval of Agenda – Motion to approve by Lawrence Charters, seconded by Warren, approved by Board
Review and Approval of November 9, Board Minutes with minor edits. Betty so moved, Lawrence Charters seconded, approved by Board
Old Business
Website update provided by Lawrence Charters who reported that Kathy and he were in the process of turning pdfs into web docs as well as indexing the documents. Lawrence commented that pdfs take up much space. The new site will require less space. Hopefully the switch can be made in such manner that users do not experience a problem with the change. A notice prior to activating the switch will be sent to owners. The changes will be made on existing website before migrating to the new platform. Lawrence also reported on an issue with accessing the site by some users due to a recent upgrade of McAfee software.
Backflow Valve Testing Update – Report provided by Warren Husman and Tom Steffen. Two thirds of the valves have been checked. Tom has obtained estimated costs of servicing the valves. Estimated costs for inspection is $30-$40 per valve. If it is necessary to replace the valve, the cost will be around $300. There are a total of 56 valves. These costs will need to be factored into the upcoming budgeting process for 2023.
New Business
Records Disposal – Susan Hamman asked approval by the Board that designated records be disposed of. This would include records past the date for destruction, as well as duplicated documents. Betty moved to approve the request; Lawrence Charters seconded the motion. Board approved.
Insurance Policy Review – Susan Hamman Susan reviewed the current policy with a new owner who has insurance experience and suggested putting the renewal out for bid. This would also provide the opportunity to revisit flood/earthquake insurance. Betty Gwaltney made a motion to move ahead with obtaining bids, Lawrence Charters seconded.

RV Lock Complaint- A Sunland North homeowner called to the Board’s attention that the lock on the RV lot is not secure. It could easily be compromised with a bolt cutter. The Board advised that the RV storage lot is owned by SLOA and this issue should be directed to the SLOA Board. The owner was advised that the next SLOA is Monday, December 20.
Officer Reports
President Update – Gerry Hatler
Gerry reported that Army beat Navy in the past weekend match up.
Treasurer Update – Betty Gwaltney
Monthly Expense Report: The FINAL November total year to date operating expenses to $350,371. This is $ $24,991 OVER budget year-to-date for Operational expenses.

- CD’s – Transferred $100,000 from Sound MM to open 6month CD at Sound Com. Bank
- New Owner Letters: 1 Letter sent in November
- Reserve contribution for 2022: Anticipate at least $100,000 transfer to reserve depending on December expenses.
- Slightly over budget for concrete repairs. These money comes from the operating account, not from reserve funds. A recommendation was made and the Board approved recategorizing concrete expenses to reserve expenses.

Betty shared new information regarding new rates and suggested the purchase of a $100,000 CD with Sound Bank at the rate of 3.5% for 6 months. Shirley Legg moved to approve Warren Husman seconded.

Vice President – Lawrence Charters reported on Jere Wilson’s ongoing project regarding editing the job description of Board positions. Lawrence also stated that the Governing documents are still in need of serious amendments and need to be brought into compliance.
Committee Reports
Architectural Control – Eric Mahnerd and Mark Anderson – None
Developed Landscape-Tom Steffen Reports it is quiet in the landscaping maintenance area. The crew continues to prepare the HOA for winter by collecting the remaining leaves and pruning some trees. A couple of trees have been removed at an owner’s request and at the owner’s costs. A couple of volunteers will be attempting to grind down a few medium to-small tree stumps later this week with equipment rented from Home Depot. One larger tree stump (tree brought down by windstorm) will be removed by a professional in January.
All the individual irrigation systems have been turned off for the winter and spring. On the rare occasion, a faulty control box may activate and allow water to flow to the sprinkler heads. This is a real problem and needs to be addressed immediately.
Exterior Maintenance – Mike Johnson – Fall painting pushed to next spring. Mike asked that coordination between the Architectural and Maintenance committees occur when common issues arise that overlap both committees. Cleaning up BaseCamp is ongoing. Replacement of siding on chimney where the flashing at corners were improperly installed. Inside and outside corner rain gutters Recent moss treatment was not sufficient, and retreatment will be necessary.
Natural Habitat – Susan Miller – Call for volunteers: We will be having a clean-up of wind-fallen branches on January 2nd at 10 am. Volunteers please meet at the Woodcock Road entrance to Sunland North. Please bring hand saws, loppers, and gloves if possible.
The County has six Leyland cypress to plant as replacements for trees they had to remove to complete construction of the roundabout. Three of these will be planted along Woodcock Road near the roundabout, and three will be planted along Woodcock Road, across from Many Feathers Way. They expect to plant these before the end of December.
Communications and Outreach –None
Owner Comments
– Gerry Bush reported on the Sunland Scholarship program and the accolades associated with the ability to meet the needs of local high school seniors. The program is funded by donations from owners in both Sunland and Sunland North.
Barbara Brooner – Property tax concern. Barbara reported that it has come to her attention that prior to the 2021 assessment year, each of the Sunland Division 17 units was assigned the same value for the “Land” component of their property valuation ($41,006); but starting in 2021 the “Land” component–in addition to huge increases for all units–is no longer the same for each unit.
There was discussion regarding this finding and Barbara’s assumptions as to why this might have changed. She has drafted a letter to the county asking for clarification. The Board approved her forwarding the letter to the County Assessor’s office. Barbara will follow up with any response she receives from the county.
Other Comments:
The 2023 HOA assessments will be mailed the end of week. Any payments received before the end of the year will not be deposited until January 1.
The Christmas Parade is scheduled for Sunday December 18 at 4:30 p.m.
Discussion among attendees re Property taxes discrepancy – evaluation constant 2016-
- In 2021, 2022 there is a spiked increase. Common area is not taxed.This is
probably an owner’s issue to pursue.
There has been a 30% change of ownership over the past 2 years.
