Call to Order, Verification of Quorum
President Susan Hamman called the meeting to order at 2:30 PM. A quorum was confirmed with three board members present (Susan Hamman, Mark Anderson, and Betty Gwaltney). Lawrence Charters and Beverly Stern were absent.
Approval of Agenda
Treasurer Betty Gwaltney moved for approval of the agenda. Vice President Mark Anderson seconded, and there were no changes; the agenda was approved.
Review and Approval of March Meeting Minutes
Betty moved for approval of the March meeting minutes; Mark seconded. There were no corrections or additions, and the minutes were approved.
Old Business
Blakely Unit Insurance Claim/Belfor Work Authorization
Susan reported the status of a recent water claim submitted to CAU, Division 17’s insurance provider. The total claim was $30,580.28. The owner has provided Div 17 the required $10,000 owner’s deductible. With several adjustments, the remaining costs for restoration by Belfor Property Restoration, the firm used by Div 17 for a previous claim, are estimated at $27,974.53. A $5,000 deposit will accompany the Work Authorization. Any subsequent adjustments above the agreed-upon Belfor estimate will be negotiated between CAU and Belfor. Mark moved to authorize Belfor to proceed, Betty seconded, and the motion was approved.
Note: Water damage is a significant insurance issue and can lead to higher premiums and even insurance cancellation. Long-term moisture damage due to neglect is excluded. Sunland North owners are encouraged to make special efforts to monitor for potential leaks, have valves inspected and replaced, and have water alarms near sinks and appliances such as dishwashers, ice-making refrigerators, and washing machines. Betty said she has ordered a recording of an upcoming seminar on HOAs and Water Damage, which she hopes to make useful in Sunland North.
Cascadia Unit Awning Damage
Mark reported that the problematic awning reported earlier had been removed, and that restoration and repair are in progress, in preparation for painting.
New Business
Blakely Unit Roof Sag
Mark said Rainshadow Roofing is awaiting access to the attic space in order to assess the significance.
CAU 2026 – 2027 Insurance Renewal
Susan said renewal of the association’s insurance, for the 2026-2027 year that begins May 1, came in at $124,659. This premium is 14% higher than last year (and she noted that the 2025-2026 premium had seen a 13% increase over 2024-2025). There are several small adjustments and clarifications in process. Receipt of the new premium amount always comes in very close to the deadline for renewal. Betty moved to renew the policy with CAU up to the quoted total. Mark seconded, and the motion was approved.
360 Builder Invoice Approval
Betty reported that the invoice for repairs in preparation for scheduled unit painting this summer came in at $10,850. Board approval is required for expenditures over $5,000; interim approval was secured through email so the invoice could be paid, but now required formal ratification by the Board. Mark so moved, and Susan seconded; payment was ratified.
Member-at-Large Resignation
Susan read a letter of resignation due to competing time demands received from Board member Beverly Stern, effective April 6. With just five months remaining in that position’s term, Susan asked for volunteers willing to fill the Member-at-Large vacancy until the regular Board elections this fall. Susan noted it’s a great opportunity to see what is involved without making a long-term commitment at this time.

Committee Reports
Architectural Control
Chair Rob Crombie reported that in the past month, there had been one request for the owner to remove and replace a paver sidewalk, which was approved, and two requests for owners to install new mailboxes, which were approved and completed.
Insurance
Susan, serving as Insurance Committee chair, had nothing more to add.
Developed Landscape
Tom Steffen was absent; no report.
Exterior Maintenance
Mark Anderson, as Acting Committee Chair, called on David Breeding, a new community volunteer who has been surveying the status of concrete sidewalks, driveways, and patios throughout the neighborhood. David has identified 12 units where some concrete leveling is needed and 17 units where there are cracks exceeding ½” that need to be addressed. Mark indicated the Association has used Groundworks for leveling in the past. There was some discussion of the six buildings (12 units) to be re-painted this season per the Association’s rolling schedule, and continued examination of older chimney “chases” (pretend chimneys) at risk for wood rot. Mark has also started digging exploratory holes near the intersection of Blakely and Mt. Baker, where a driveway drainage issue had been identified earlier; it turns out there is a culvert in place that had become buried over time. Work will continue to resolve the issue.
Natural Habitat
Sarah Miller was absent; no report. However, Susan provided an update on a large fir tree located on Div 17 property, near the northeast corner of the RV lot, that is potentially hazardous because of multiple tops splitting off. It is expected to be removed in about ten days.
Welcome Committee
Committee Chair Sandy Reed reported that she and fellow committee member Melodie Dundee had conducted three new owner visits. Sandy said the Sunland Golf Course is looking at donating a free golf pass (9 or 18 holes) to include in new owner packets.
Communications and Outreach
Chair Kathy Gross was not in attendance, but it was noted that the April edition of the Sunland North quarterly newsletter had been distributed via email on March 31. Newsletters (and Board meeting agendas and minutes) are also always available on the Sunland North website.
Owner Comment Period
There were an estimated 17 owners in the audience. One owner commended the good quality of the roof moss removal underway, and also had questions about skylight maintenance. Another owner volunteered that, rather than dirt or mold on the skylight, there may be a failed gas seal between the two plates of glass making up the window, which is a different problem than cleaning. The Board affirmed that maintenance of skylights is an owner responsibility, but because of the risk of roof tile damage, only contractors with demonstrated experience approved by the Association can be used. Another owner asked about what appeared to be a gap in two porch supports on their unit, which both Mark and David had investigated and determined not to be a structural issue; however, they plan to insert shims to close the two gaps.

There being no further business or comments, Mark moved to adjourn the meeting, Betty seconded it. The motion passed, and the meeting was adjourned at 3:18 p.m..
