Board Meeting Minutes AUGUST 9, 2023

Meeting was called to Order at 2:32 p.m. with Verification of Quorum

All Board members were in attendance.

Approval of Agenda

Motion made to approve and seconded; Board Approved

Approval of June 8, 2023 Board Minutes

Motion made to approve and seconded; Board approved with one Board member abstaining due to having not reviewed the minutes. July 13, 2023, Board Minutes- Motion made to approve and seconded; Board approved.

OLD BUSINESS

Law Firm Engagement

President Gerry Hatler will sign the Letter of Engagement with Apex Law to assist with updating the governing documents. A retainer in the amount of $1500 will be sent to Apex Law along with the signed Engagement letter.

Field mowing contract status-

Still pending. Moved to next Board meeting for an update.

OFFICER REPORTS

President Update – Gerry Hatler

Gerry reported that he was contacted by Robert Wade from Division 11 informing that the removal of trees and brush on property boarding Division 17 will occur August 22-24. Division 17 residents can expect excessive noise from the clearing equipment during this time frame.

Secretary Update – Shirley Legg

Shirley informed that the annual board meeting packets are in the mail and owners should receive them soon.

Treasurer Update – Betty Gwaltney

Monthly Expense Report:

Operating expenses $21,359 and total year to date operating expenses total $218,118. This is $52,082 UNDER budget year to date for Operational expenses.

Interest income YTD: $8,42

CD’s and Investments:

Opened Account at US Bank per July approved recommendation.

Opening checking account at US Bank with $1000 from First Federal MM

Purchasing new CD at US Bank (19 month at $4.95% APY) by moving $100,000 from FirststSecurity Savings account.

Moving $75,000 from First Federal MM (Operating fund account) to US Bank Elite Money Market account at 4.50% (Reserve Account)

Review

Review completed. Summary of Findings from OLYMPIC Tax & Business Consulting – “Based on our review, we are not aware of any material modifications that should be made to the accompanying financial statements in order for them to be in accordance with accounting principles of America.”

Vice President – Lawrence Charters

Lawrence reports that there has been an increase in website attacks and he will continue to monitor. He also followed up on a previous discussion re: making available an emergency number for residents to call in “off hours”. Lawrence reports that there are several businesses that provide this service ranging in monthly cost from $11 to @60. Lawrence was asked to have further discussion with Mike Johnson re: his research findings.

COMMITTEE REPORTS

Architectural Control – Eric Mahnerd

None

Insurance – Susan Hamman

The HOA requested CAU to open a claim for a unit that had extensive water damage in mid-July. Carpeting, linoleum, and drywall were affected. The association’s policy is primary because the CC&R’s and the insurance policy require it to be. Immediate and direct water damage is a covered loss under the HOA policy. We do not have damage estimates yet, but it will exceed the $5000 deductible (unit owners are responsible for the deductible). Since the HOA has not had any claims in over a year, the deductible will be reduced by CAU to $4000.

Dianna Kaspar of CAU will give an insurance policy presentation to Divisions 7, 11, 16, and 17 on August 14th, 2023, at 1:00 p.m. in the Sunland Golf Course ballroom. 17 people from Division 17 have signed up to attend as of August 3rd.

Developed Landscape-Tom Steffen

The crew has completed to major repair projects in two islands (for electrical boxes) on Blakely Blvd. New backflow preventers ( BFP) were installed; one original BFP was decommissioned. Major demolition and removal of roots of two plum trees required two trees to be taken down. Both islands are very unsightly and will require future action to make presentable. Certification of BackFlow Preventers: The annual process of certification continues. Many continue to fail or cannot be tested due to improper installation. By early fall, all BFP’s should be identified with current status. Summer pruning is continuing. Two trees on Cascadia Loop have been removed due to wind damage. The crew continues to work their way through the HOA with summer pruning and cleanup.

Exterior Maintenance – Mike Johnson

Bids for the next round of painting are still being obtained. Moss removal on the units scheduled for removal is in the process of being done.

Natural Habitat – Sarah Miller

Enough August volunteers for tree watering are on board.

Communications and Outreach

A new committee chair for the Welcome Committee has been appointed to replace Sue Purdy. Kay Hatler will be stepping into this position.
