President’s Message – Cindy Rhodes

 Your Sunland North Board Members and Committees have been very busy during the last three months since the previous Newsletter was published. Some of the major Div 17 actions include:

  • The Landscape Liaison (Eldon Dennis) coordinated the purchase and application of bark/mulch to the common areas of all units. Kudos to Eldon and Parsinen Landscaping! Our common areas now look uniform, neat, and This begins a 3-year cycle for bark/mulch replacement for homes in the Association.
  • The Exterior Maintenance Committee (Chair: Richard Helmenstine) solicited proposals and assisted the Board in its selection of a contractor to paint the exterior of the 16 oldest units during the upcoming months. Richard’s diligence resulted in a highly recommended contractor with competitive pricing that falls within our projected budget.
  • The Governing Documents Committee (Chair: Gene Ross) has finished time-consuming research/review and created amendments to Division 17’s CC&Rs to reflect updates and current Washington statutes, plus the conversion to a homeowner-run association. During May, the Board will ask owners to review and approve the proposed changes.
  • The first 2014 installment into the Division 17 Reserve Funds account was completed in early March. $12,000 was deposited. The final 2014 installment will be in November.
  • On April 15th, the Division 17 Board President duties will transition to Susan Hamman; the Treasurer’s responsibilities will transfer back to me until the September election.

Speaking of elections — In May, the Board is scheduled to appoint two individuals to serve as the Nominating Committee that will assist in identifying owners that might be interested in serving on the Division 17 Board beginning in September 2014. If you are interested in being on the Nominating Committee or being considered for one of the two positions that will become vacant in September, please contact any Board member or me.

Secretary’s Report-Judy Field

There are 14 rentals in Division 17; 2 occupied units for sale and 4 unoccupied units for sale. Mary O’Neill is the new owner at 20 Mendel. Please notify me if you do NOT want to receive notices and /or announcements electronically (e-mail).

Architectural Control Committee Report – Cindy Meek

We remind all owners that any exterior change to your unit must be submitted in writing to the Division 17 Association for approval prior to any work beginning. “Change” means any exterior modification, including the addition or modification of fences, gates, storm doors, or porch rails and modification to patio surfaces. If you have any questions, please contact me via email: meekcyn@gmail.com.

You will find the Exterior Change Proposal Checklist under the “Forms” button on Division 17’s website: www.SunlandNorthOwnerAssociation.com. Please send the completed checklist and paperwork by mail to: Sunland Division 17 Owners Association, ATTN: Architectural Control Committee, P.O. Box 1655, Sequim, WA, 98382. Requests will be reviewed and responded to within 30 days of receipt.

Landscape Report – Eldon Dennis

Lots of landscape activity has taken place in Division 17 since our last newsletter.

First, all shrubs in the landscaped areas and small trees near buildings have been pruned. Special attention was given to plants that had grown up against the siding of our buildings.

Secondly, we have fresh bark applied to all the flowerbeds in the subdivision. The bark is high-grade mulch and will last longer than the bark applied in the past. This bark was more expensive and it required almost double the number of cubic yards of material. The labor cost was about the same as it would have been if we’d used a low-grade material. The 269 cubic yards of bark cost $6696.00 and the total labor cost was $8610.00, excluding sales tax.

Third, the lawns have recently been mowed and edge-trimming will began soon. Edge trimming might be done by the time you are reading this newsletter.

I think our subdivision is looking good for this time of the year and our contractor has worked very hard to make it this way.

Undeveloped Common Space Report – Tim Paschal

There are colored flags in the Greenbelt area because we are preparing for another spray season. The flags identify the colonies of Poison Hemlock and makes assessment easier and future spraying more effective.

Initial spraying will be done at the end of March or early April depending on the weather. Residents closest to the spray areas will be notified.

Clallam County will visit our Greenbelt area in the next few weeks to assess our progress on eliminating the Poison Hemlock in the Greenbelt area. The Greenbelt area will be mowed in late April or early May.

Exterior Maintenance & Inspection Report- Dick Helmenstine

During the month of April, the semi-annual building inspection will be done. Any homeowner who is aware of any issue with their units are encouraged to report them through the normal reporting procedures outlined for Division 17. This will help the inspection process proceed smoothly. Thank you for your cooperation and help.

The painting schedule will be released when the contractor notifies us of the start day. All homeowners on that schedule will be notified on an individual basis of the start time.

Governing Documents Review Report – Gene Ross

On March 4th the Board accepted the Documents Committee’s final draft of 17 amendments to the CC&Rs.

The Committee now prepares to put the amendments before the membership for a vote. The Committee now turns its full attention to writing the Association’s first set of Rules and Regulations. Because no state agency or office has regulatory authority over homeowner associations, we are a self-enforcing corporation. While CC&Rs set out association policies, Rules and Regulations are necessary to enforce those CC&Rs. Having already drafted about half of the R&Rs, we look forward to completing the job before summer.

Board Member at Large / Liaison to SWD – David Jelin

Safety-Pedestrians and drivers take note that the County has raised the speed limit from 20 MPH to 25 MPH within our neighborhood. Please remember it takes more time and distance to stop faster vehicles.

Trash– Residents are responsible for their trash. Please pick up your trash that has blown out of mailboxes, cars and trashcans, especially if it misses the trash truck.

Debris– Residents are reminded to remove any items that may be seen by your neighbors. Items at the front, side and rear of homes that may be considered unsightly, this includes trash, brush, rubbish, unused furniture, and general clutter.

Also, when you sweep or wash down your sidewalk and driveway you are responsible for removal of the debris. Hosing the debris down the street is both unsightly and unfriendly.

Information from the County relating to signs and roads:

On the hill at Blakely Blvd we will erect a slippery warning sign (W8-5) at the top and bottom of the hill. These signs will remain in place until the summer of 2015 when the hill will be resurfaced with bituminous surface treatment to roughen the existing asphalt. At that time, the slippery warning signs will be removed.

While the Division 17 roads were accepted into the County road system last fall, please remember that roads such as these will always be the last to receive any attention when it comes to plowing and sanding. Taylor Blvd receives a plowing/sanding pass relatively early during an “event” however, all other low volume roads will not receive attention until all other higher volume roads have been plowed/sanded. Blakely Blvd is a prime example. If we have a snow event that lasts for many days we may eventually be able to plow and sand the hill. If that hill is slippery due to frost or ice that will dissipate in a relatively short period of time, then it is not going to be sanded. There are alternate routes available, therefore the hill section can be avoided.
